The Charlotte market
Charlotte does not issue its own trade permits: Mecklenburg County Code Enforcement (part of LUESA) does, and it requires separate permits for building, electrical, heating, air conditioning and plumbing work. NC-licensed trade contractors get instant online permits through Trade Internet Permitting, and the plumbing contractor is the primary contractor for electric water heater change-outs. Owner-occupants may pull homeowner permits only if they personally do the work, and trade work not tied to a building permit must be submitted in person. Fees sit in the LUESA Fee Ordinance, which could not be retrieved; sub-permits for equipment change-outs on one- and two-family homes are charged at 50% of the primary trade fee. Contractors can request inspections as soon as work is done. Heat pumps are common here, providing main heat in 38% of North Carolina homes per EIA. Concord, Gastonia and the South Carolina counties use other offices.
Heat pumps are a routine install in Charlotte, so a like-for-like swap is familiar work for most contractors. Energy Saver NC, the state's federal rebate program, added Mecklenburg County in January 2026 and offers income-based rebates. Since September 1, 2026, it no longer funds replacing gas or other fossil fuel appliances. Ask which rules your household falls under before signing, and ask how the new unit handles the coldest nights of the year.
